Funding Gaps on the Path to the Digital Decade

DG CNECT requests the procurement of a Study aimed at estimating investment gaps to reach the 2030 Digital Decade targets. The Study should specifically focus on the analysis of private investment expected in each area of the 2030 Digital Compass and that are in the scope of the Digital Europe Programme, thus complementing an ongoing DG CNECT Study that focuses on public investment expectations. The present Study should provide evidence of the monetary gaps to achieve the 2030 Digital Decade targets at both the EU and national level and make recommendations as regards the possibilities to cover these, particularly focusing on those areas that could be supported by the Work Programme 2025-2027 of the Digital Europe Programme and by potential future financial products under InvestEU. In addition, this Study should provide two sets of recommendations. Having in mind the areas for Multi-Country Projects proposed in the Annex to the Digital Decade Policy Programme, it should identify areas for further development of such large-scale projects. Finally, the Study should provide recommendations related to forms of Commission’s funding and alternative forms of funding which may bring sufficient leveraging effect to bridge the monetary gaps. The results of this Study should be consolidated in a final comprehensive report, representing the main deliverable of the Contract
