Herefordshire Council proposes to acquire suitable land in the vicinity of Welsh Water/Dwr Cymru sewage treatment works within the county in order to develop integrated constructed wetlands (ICW) for the purpose of phosphorous reduction. The objective is to achieve an identified level of phosphorous reduction at each site in order to offset the phosphate load of new residential development as well as improving the existing water quality within the River Lugg and River Wye Special Area of Conservation. Up to 9 sites are currently being considered, though not all will necessarily be able to proceed. To support procurement, we are in the process of seeking market feedback from specialist providers who have the expertise and experience necessary to deliver this type of ICW. For the majority of sites where no design work has yet been undertaken, the preference would be to appoint a supplier on a fixed price basis for both the design and construction of the wetland schemes.
