The study aims at improving the tools at the disposal of public authorities and other stakeholders, in order to maximise their risk management capabilities, in a cross-border context. It should provide a comprehensive inventory of the risks defined below along EU borders and of the existing tools to manage those risks. From these inventories or mappings, gaps should be identified, and recommendations formulated on how to address those gaps at all relevant levels of government. The study should also identify good practices that can be used to promote further work and investments in an effective risk management in cross-border territories.
